I'm not familiar with how the workshop works from the creators point of view, but i don't believe they have the power to do what i'm aking, AFAIK when they update their mod, it will push that updated version to all subscribers no matter what. The only way that i know of to prevent steam from auto updating the mod is to go to the game folder and renaming the mods, which is not a viable solution when you can have dozens upon dozens of mods. Meaning that i won't be able to load them, because they are bound to a mod that no longer works on the older version, because steam auto updated the mod. Which means, when a new patch for one of my games comes out, and the modders update their mod to be compatible with then new version, some of my savegames will become worthless. Unfortunately steam doesn't give me an option to prevent the steam client from auto updating the mods. Needless to say, i use that feature constantly. Some games, like some of Paradox games for example, i am able to play older versions of their games, this is extremely useful for players because Paradox is always updating their games with new content, but sometimes this content can break savegames, so they give us the option to play on older versions of their games using the beta system. This has got to be one of the most infuriating aspects of steam's workshop and the main reason why if given an option i avoid it like the freaking plague.
